Ceci d\u00e9crit l&rsquo;avancement des initiatives et fournit des r\u00e9ponses aux demandes des parents concernant le recrutement de personnel pour l&rsquo;\u00e9cole.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<ol class=\"ol1\">\n<li class=\"li3\">ENSEIGNANT FLOTTANT &#8211; <i>Initiative du CSFP <\/i>&#8211; Le mercredi 18 octobre, la CSFP a re\u00e7u une approbation pr\u00e9liminaire pour l&#8217;embauche d&rsquo;un enseignant \u00a0\u00bb flottant \u00a0\u00bb pour l&rsquo;\u00c9SA. La lettre officielle du D\u00e9partement de l&rsquo;\u00e9ducation (M\u00c9TNL) a \u00e9t\u00e9 re\u00e7ue par courriel le lundi 23 octobre. Cela signifie que la CSFP peut maintenant proc\u00e9der \u00e0 l&rsquo;examen de l&#8217;embauche alternative\/suppl\u00e9mentaire d&rsquo;un candidat int\u00e9ress\u00e9 pour un travail \u00e0 l&rsquo;\u00c9SA, m\u00eame si nous attendons l&rsquo;arriv\u00e9e des candidats \u00e0 l&rsquo;enseignement.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<p class=\"p3\">Cela n\u00e9cessite toujours que la CSFP trouve un autre enseignant, mais cela nous permet d&rsquo;avoir des options si un autre candidat est imm\u00e9diatement disponible. Une fois le personnel attendu en place, cet enseignant flottant pourrait \u00eatre utilis\u00e9 comme rempla\u00e7ant \u00e0 long terme, en cas d&rsquo;absent\u00e9isme du personnel, ou pour aider les \u00e9l\u00e8ves dans les classes multi-niveaux. Cette option est nouvelle et due au soutien manifest\u00e9 par le D\u00e9partement de l&rsquo;\u00e9ducation (M\u00c9TNL) au CSFP. Ceci offrira au CSFP un moyen suppl\u00e9mentaire de recruter du personnel pour l&rsquo;\u00e9cole. Par contre, \u00e7a ne r\u00e9duit pas la complexit\u00e9 de la p\u00e9nurie nationale d&rsquo;enseignants. L&rsquo;annonce est publi\u00e9e sur notre site web.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<ol class=\"ol1\">\n<li class=\"li3\">LICENCE III &#8211; <i>Initiative du CSFP <\/i>&#8211; Le CSFP explore les possibilit\u00e9s d&rsquo;approvisionnement d&rsquo;urgence en licences d&rsquo;enseignement class\u00e9es au licence niveau III qui peuvent \u00eatre d\u00e9livr\u00e9es \u00e0 un candidat qui n&rsquo;a pas encore obtenu son dipl\u00f4me mais qui a au moins trois ann\u00e9es d&rsquo;\u00e9tudes universitaires (\u00e9quivalant \u00e0 90 heures de cr\u00e9dit). La demande d&rsquo;approbation de ces licences doit \u00e9maner directement du CSFP et ne peut \u00eatre accord\u00e9e qu&rsquo;\u00e0 condition qu&rsquo;il soit entendu que nous n&#8217;embauchons que lorsqu&rsquo;aucun enseignant francophone certifi\u00e9, capable de remplir la fonction, n&rsquo;est disponible. Le D\u00e9partement de l&rsquo;\u00e9ducation (M\u00c9TNL) soutient cet effort.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<ol class=\"ol1\">\n<li class=\"li3\">PERSONNEL RETRAITE &#8211; L&#8217;embauche\/le traitement du personnel retrait\u00e9 dans l&rsquo;int\u00e9rim est maintenant termin\u00e9. Des retards se sont produits dans le traitement des ressources humaines, qui ont \u00e9t\u00e9 corrig\u00e9s depuis l&rsquo;arriv\u00e9e du personnel des ressources humaines du CSFP en ao\u00fbt. L&rsquo;\u00c9SA compte actuellement deux enseignants retrait\u00e9s qui travaillent \u00e0 l&rsquo;\u00e9cole, ce qui permet de faire face \u00e0 la p\u00e9nurie actuelle.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<p class=\"p3\">Le CSFP a demand\u00e9 l&rsquo;aide du syndicat NLTA pour demander au personnel francophone retrait\u00e9 de la province de se r\u00e9installer temporairement dans la communaut\u00e9 pour pallier la p\u00e9nurie de personnel. Malgr\u00e9 la demande de la province, aucun employ\u00e9 retrait\u00e9 ne s&rsquo;est manifest\u00e9. <span class=\"s2\">\u00c9COLE SAINTE-ANNE \u2013 Mise \u00e0 jour sur le recrutement\/ Recruitment update 2023<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p3\">Lors de la r\u00e9union des parents, il a \u00e9t\u00e9 indiqu\u00e9 que l&rsquo;on connaissait d&rsquo;autres membres de la communaut\u00e9 francophone qui seraient pr\u00eats \u00e0 accepter des contrats \u00e0 court terme \u00e0 l&rsquo;\u00c9SA et qui n&rsquo;avaient pas encore \u00e9t\u00e9 embauch\u00e9s. Aucune demande n&rsquo;a \u00e9t\u00e9 enregistr\u00e9e dans notre syst\u00e8me. Le CSFP est impatient d&rsquo;explorer cette option et attend des courriels ou des candidatures de la part du personnel int\u00e9ress\u00e9 de la communaut\u00e9.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<ol class=\"ol1\">\n<li class=\"li3\">UNIT\u00c9S D&rsquo;ENSEIGNANTS &#8211; <i>Les parents ont fait une demande d\u2019informations <\/i>&#8211; Lors de la r\u00e9union des parents, il a \u00e9t\u00e9 indiqu\u00e9 que les unit\u00e9s d&rsquo;enseignants n&rsquo;\u00e9taient pas correctement distribu\u00e9es \u00e0 l&rsquo;\u00c9SA par le CSFP. Comme indiqu\u00e9, les unit\u00e9s d&rsquo;enseignement sont d\u00e9termin\u00e9es par EDU et non par le CSFP. Le 24 mars 2023, le CSFP a re\u00e7u la lettre d&rsquo;affectation de la dotation provinciale, qui \u00e9tait de 47,10 unit\u00e9s &#8211; ce qui comprenait 4 unit\u00e9s d&rsquo;enseignement suppl\u00e9mentaires provenant de la subvention f\u00e9d\u00e9rale de financement des programmes d&rsquo;enseignement des langues officielles (OLEP\/PLO\u00c9). \u00c0 la suite de cette allocation, le 4 mai, le CSFP a demand\u00e9 trois unit\u00e9s suppl\u00e9mentaires pour r\u00e9pondre aux besoins provinciaux globaux dans les \u00e9coles francophones. Cette dotation a \u00e9t\u00e9 approuv\u00e9e dans une lettre du minist\u00e8re de l&rsquo;\u00c9ducation (EDU) le 5 mai.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<p class=\"p3\">Cette dotation a \u00e9t\u00e9 approuv\u00e9e dans une lettre du D\u00e9partement de l&rsquo;\u00e9ducation (M\u00c9TNL) le 5 mai, ce qui a permis d&rsquo;attribuer 50,10 unit\u00e9s aux \u00e9coles du CSFP. Cette dotation a ensuite \u00e9t\u00e9 r\u00e9partie entre les six \u00e9coles provinciales en fonction du nombre d&rsquo;\u00e9l\u00e8ves, des niveaux scolaires, des cours offerts et des besoins particuliers de l&rsquo;\u00e9cole.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p3\">L&rsquo;\u00c9SA a re\u00e7u 8,5 unit\u00e9s de dotation en personnel et du temps suppl\u00e9mentaire pour offrir 4 cours CDLI, ce qui donne un total de 9,07 unit\u00e9s disponibles. Bien que les allocations accord\u00e9es \u00e0 l&rsquo;\u00c9SA aient \u00e9t\u00e9 sup\u00e9rieures \u00e0 celles de la plupart des \u00e9coles du CSFP, par contre les retards dans l&#8217;embauche des enseignants ont entra\u00een\u00e9 des besoins en personnel.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<ol class=\"ol1\">\n<li class=\"li3\">TRANSFERT ENTRE \u00c9COLES &#8211; <i>Les parents ont fait une demande d\u2019informations <\/i>&#8211; Lors de la r\u00e9union des parents, il a \u00e9t\u00e9 suppos\u00e9 que le CSFP pourrait retirer un membre du personnel affect\u00e9 \u00e0 une \u00e9cole et le relocaliser dans une autre \u00e9cole. Le CSFP a pris contact avec le syndicat NLTA et l&rsquo;\u00e9cole NDC pour examiner la possibilit\u00e9 de transf\u00e9rer un enseignant. Comme indiqu\u00e9 pr\u00e9c\u00e9demment, le processus est tr\u00e8s sp\u00e9cifique et ne permet pas au CSFP d&rsquo;obliger le personnel \u00e0 \u00eatre transf\u00e9r\u00e9 d&rsquo;une communaut\u00e9 \u00e0 l&rsquo;autre. Cette option a \u00e9t\u00e9 explor\u00e9e et une r\u00e9ponse a \u00e9t\u00e9 re\u00e7ue le jeudi 19 octobre. Cela n&rsquo;a pas abouti \u00e0 une solution pour l&rsquo;\u00c9SA.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<ol class=\"ol1\">\n<li class=\"li3\">DEMANDES DE PERSONNEL &#8211; <i>Les parents ont fait une demande d\u2019informations <\/i>&#8211; Le CSFP a examin\u00e9 l&rsquo;affirmation selon laquelle des membres du personnel souhaitaient rester ou \u00eatre transf\u00e9r\u00e9s \u00e0 l&rsquo;\u00c9SA, mais que le CSFP leur avait refus\u00e9 la possibilit\u00e9 d&rsquo;enseigner \u00e0 l&rsquo;\u00e9cole. Cette question a \u00e9t\u00e9 examin\u00e9e et aucune demande ou communication \u00e9crite au CSFP n&rsquo;a permis de valider cette information.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<p class=\"p2\">\u00c9COLE SAINTE-ANNE \u2013 Mise \u00e0 jour sur le recrutement\/ Recruitment update 2023<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<ol class=\"ol1\">\n<li class=\"li3\">EFFORTS DE RECRUTEMENT ET DE R\u00c9TENTION &#8211; <i>Les parents ont fait une demande d\u2019informations sur les efforts d\u00e9ploy\u00e9s <\/i>&#8211; Le CSFP fait partie d&rsquo;une \u00e9quipe provinciale (avec M\u00c9TNL, l\u2019union NLTA et the conseil scolaire anglophone NLESD) charg\u00e9e d&rsquo;aider \u00e0 trouver des solutions \u00e0 long terme aux probl\u00e8mes de recrutement et de r\u00e9tention dans la province. Le CSFP participe \u00e9galement \u00e0 de nombreuses foires de recrutement \u00e0 MUN et \u00e0 l&rsquo;ext\u00e9rieur de la province, ainsi qu&rsquo;\u00e0 des foires virtuelles avec le bureau de l&rsquo;immigration et du multiculturalisme \u00e0 Terre-Neuve-et-Labrador. Le probl\u00e8me demeure les proc\u00e9dures d&rsquo;immigration qui entra\u00eenent des retards. Le CSFP fait \u00e9galement une demande de financement pour le Programme des langues officielles dans l&rsquo;enseignement (PLO\u00c9) qui est re\u00e7u du gouvernement f\u00e9d\u00e9ral afin de recruter du personnel suppl\u00e9mentaire pour les \u00e9coles et le si\u00e8ge social du CSFP. En juillet, le CSFP a engag\u00e9 une consultante francophone en immigration pour l&rsquo;aider \u00e0 traiter les documents et \u00e0 soutenir les candidats.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<p class=\"p3\">Le CSFP a demand\u00e9 \u00e0 plusieurs reprises au M\u00c9TNL d&rsquo;affecter au si\u00e8ge social un gestionnaire des ressources humaines et gestionnaire des communications et du marketing permanents afin d&rsquo;assurer un soutien continu aux efforts de recrutement provinciaux. Ces postes sont actuellement financ\u00e9s par des subventions f\u00e9d\u00e9rales du Programme des langues officielles dans l&rsquo;enseignement (PLO\u00c9) que le CSFP doit demander \u00e0 chaque ann\u00e9e du M\u00c9TNL.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<ol class=\"ol1\">\n<li class=\"li3\">R\u00c9PONSE DU IRCC SUR L&rsquo;IMMIGRATION &#8211; Le 17 octobre, le CSFP a re\u00e7u une correspondance minist\u00e9rielle d&rsquo;Immigration, R\u00e9fugi\u00e9s et Citoyennet\u00e9 Canada (IRCC) \u00e0 la suite des lettres envoy\u00e9es par le pr\u00e9sident du conseil d&rsquo;administration du CSFP aux ministres provinciaux et f\u00e9d\u00e9raux de l&rsquo;immigration au sujet des contraintes de temps li\u00e9es au traitement des documents d&rsquo;immigration. La r\u00e9ponse \u00e9tait que IRCC poursuivait ses efforts pour promouvoir l&rsquo;immigration francophone en dehors du Qu\u00e9bec. La r\u00e9ponse indiquait qu&rsquo;il s&rsquo;agissait d&rsquo;une priorit\u00e9 cl\u00e9 pour les ann\u00e9es \u00e0 venir, visant \u00e0 favoriser la croissance d\u00e9mographique et la prosp\u00e9rit\u00e9 \u00e9conomique des communaut\u00e9s francophones en situation minoritaire. Le Plan d&rsquo;action pour les langues officielles 2023-2028 investira des millions sur cinq ans pour encourager l&rsquo;immigration francophone au Canada et propose des mesures dans tout le continuum de l&rsquo;immigration, y compris l&rsquo;adoption d&rsquo;une nouvelle politique d&rsquo;immigration francophone. Il s&rsquo;agit d&rsquo;un nouveau financement qui s&rsquo;ajoute au financement cumulatif et continu des plans d&rsquo;action pr\u00e9c\u00e9dents.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<ol class=\"ol1\">\n<li class=\"li3\">GROUPEMENTS DE NIVEAUX MULTIPLES &#8211; Lors de la r\u00e9union des parents, il a \u00e9t\u00e9 indiqu\u00e9 que des classes \u00e9taient combin\u00e9es pour cr\u00e9er des groupes de niveaux multiples en raison du manque de personnel. Cette information a \u00e9t\u00e9 examin\u00e9e en consultant les donn\u00e9es de 22 jours o\u00f9 l&rsquo;\u00e9cole a d\u00fb combiner des classes plus que d&rsquo;habitude en raison de la disponibilit\u00e9 limit\u00e9e des rempla\u00e7ants. Les p\u00e9riodes de regroupement des classes ont \u00e9t\u00e9 v\u00e9rifi\u00e9es et les donn\u00e9es ont permis d&rsquo;identifier que, lors du regroupement des classes, la taille moyenne des classes supervis\u00e9es\/assist\u00e9es \u00e9tait de 15 \u00e9l\u00e8ves.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<p class=\"p2\">\u00c9COLE SAINTE-ANNE \u2013 Mise \u00e0 jour sur le recrutement\/ Recruitment update 2023<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p3\">Il a \u00e9galement valid\u00e9 deux cas o\u00f9 des niveaux scolaires multiples ont \u00e9t\u00e9 observ\u00e9s, ce qui a fallu placer 24 et 27 \u00e9l\u00e8ves ensemble pour r\u00e9pondre aux besoins. Cependant, il n&rsquo;a pas \u00e9t\u00e9 prouv\u00e9 que des cohortes \u00e0 plusieurs niveaux multiples \u00e9taient une pratique courante. <i>Note &#8211; L&rsquo;initiative de l&rsquo;enseignant flottant a \u00e9t\u00e9 demand\u00e9e pour aider \u00e0 r\u00e9soudre ce probl\u00e8me.<span class=\"Apple-converted-space\">\u00a0<\/span><\/i><\/p>\n<ol class=\"ol1\">\n<li class=\"li3\">SURVEILLANCE DES \u00c9TUDIANTS <i>&#8211; <\/i>Lors de la r\u00e9union des parents, il a \u00e9t\u00e9 indiqu\u00e9 que le manque de personnel n\u00e9cessitait une supervision suppl\u00e9mentaire de la part du personnel. Les donn\u00e9es recueillies, portant sur 22 jours, montrent que le personnel dispose de 89,4 minutes de supervision par rotation de 7 jours, sauf dans le cas des deux administrateurs de l&rsquo;\u00e9cole (directrice et directeur adjoint) qui d\u00e9passent r\u00e9guli\u00e8rement ce temps pour r\u00e9pondre aux besoins de l&rsquo;\u00e9cole. Cette dur\u00e9e est consid\u00e9r\u00e9e comme acceptable pour la supervision.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<ol class=\"ol1\">\n<li class=\"li3\">VISITES SUR PLACE <i>&#8211; <\/i>\u00c0 la suite des courriels des parents, la DG\u00c9 a pass\u00e9 du 10 au 13 octobre \u00e0 l&rsquo;\u00c9SA, suivie par la Directrice des services \u00e9ducatifs, du 18 octobre \u00e0 aujourd&rsquo;hui, pour s&rsquo;assurer que la planification des programmes \u00e9ducatifs, la supervision des \u00e9l\u00e8ves et les strat\u00e9gies d&rsquo;\u00e9valuation sont en place. Ces visites ont \u00e9t\u00e9 jug\u00e9es la planification et le plan de support satisfaisants par le personnel sur place.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<ol class=\"ol1\">\n<li class=\"li3\">LES INCITATIONS &#8211; <i>Les parents ont fait une demande d\u2019informations <\/i>&#8211; Le CSFP ne dispose pas de fonds suppl\u00e9mentaires pour les incitations destin\u00e9es au personnel. De plus, le CSFP ne peut pas offrir d&rsquo;incitatifs suppl\u00e9mentaires au personnel sans l&rsquo;approbation du Secr\u00e9tariat du Conseil du Tr\u00e9sor (TBS) et du D\u00e9partement de l&rsquo;\u00e9ducation (M\u00c9TNL). Une demande pr\u00e9alable a \u00e9t\u00e9 pr\u00e9sent\u00e9e et rejet\u00e9e pour le financement des fonds R&amp;R en f\u00e9vrier 2023. Le CSFP continuera \u00e0 souligner la n\u00e9cessit\u00e9 de trouver des moyens suppl\u00e9mentaires pour attirer le personnel dans les communaut\u00e9s rurales et \u00e9loign\u00e9es dans le cadre de ses discussions avec le D\u00e9partement de l&rsquo;\u00e9ducation (M\u00c9TNL).<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<p class=\"p2\">\u00c9COLE SAINTE-ANNE \u2013 Mise \u00e0 jour sur le recrutement\/ Recruitment update 2023<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><em>English<\/em><\/p>\n<p class=\"p3\">This information is provided to the <i>Conseil d\u2019\u00e9cole<\/i>as a follow-up to the13 hours of individualparent meetings, and eveningparent meeting held at \u00c9cole Sainte-Anne at la Grand\u2019Terre, 6.30-9 pm on Thursday October 12, 2023.It outlines progress on initiatives and provides responses to parent inquiries around staff recruitmentfor the school.<\/p>\n<ol class=\"ol1\">\n<li class=\"li3\">FLOATING TEACHER<i>\u2013CSFP initiative \u2013<\/i>On Wednesday, October 18,CSFP received a preliminaryapprovalto hirea &lsquo;floating&rsquo; teacher for \u00c9SA.The official letter from EDU letter was received by email on Monday, October 23.This means the CSFP can nowproceed withreviewing alternate\/additionalhiring forinterested candidate for \u00c9SAeven aswe await arrival of teaching candidates.<\/li>\n<\/ol>\n<p class=\"p3\">This still requires that CSFPlocateanother teacher, but it does allow us to have options if another candidate is immediately available. Onceawaitedstaffis in place,thisfloating teachercould be used as a long-termsubstitute, in case of staff absenteeism, or to help students in multi-grade classes. This option is new and due to the support shown by to CSFP by Department of Education (EDU). Itwillprovide CSFP with some and additional avenue for staffingat the school.It does not reduce the complexityaround national teacher shortages. The advert appears on our website.<\/p>\n<p class=\"p3\">2. LICENCE III <i>\u2013 CSFP initiative \u2013 <\/i>CSFP is exploring possibilities in emergency supply teaching license classified as Level III which can be issued to an applicant who has not yet completed their degree but have at least 3 years of university study (equaling 90 credits hours). The request for approval for these licenses must come directly from the CSFP and can only be given on the understanding that we are hiring only where no certified francophone teacher, capable of fulfilling the job function, is available. Department of Education (EDU) is supportive in this effort.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p3\">3. RETIRED STAFF <i>\u2013 <\/i>The hiring\/processing of retired staff in the interim has now been completed. Delays occurred with HR processing which have now been corrected since the arrival of CSFP HR personnel in August. \u00c9SA currently has two retired teachers who work at the school which is assisting with the current shortage.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p3\">The CSFP asked for assistance by the NLTA union to request assistance of retired French speaking staff in the province to relocate temporarily to the community to assist with the staffing shortage. Despite the provincial request, no retired staff came forward.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p3\">At the parent meeting, it was indicated that there was knowledge of additional French speaking community members who would be willing to take on short term contracts at \u00c9SA that had not yet been hired. No application is noted in our system. CSFP is eager to explore this option and awaits email contact or applications from interested staff in the community. <span class=\"s2\">\u00c9COLE SAINTE-ANNE \u2013 Mise \u00e0 jour sur le recrutement\/ Recruitment update 2023<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<ol class=\"ol1\">\n<li class=\"li3\">TEACHER UNITS<i>\u2013Parents requested information \u2013<\/i>Atthe parent meeting, it was indicated that teacher units were not being appropriately distributed to \u00c9SA by CSFP. As indicated, teaching units are determined by EDU and not CSFP; however, this area was reviewedfor accuracy. March 24, 2023,the CSFP was provided with the provincial staffing allocationletter,which was 47.10 FTE\u2013this included 4 additional teaching units from the federalOfficialLanguages in Education Programs (OLEP\/PLO\u00c9) fundinggrant.Following this allocation, on May 4<span class=\"s3\">th<\/span>, the CSFP requested an additional 3 units tomeet overall provincial needs in francophone schools. This staffing was approved in a letter by Department of Education (EDU)on May 5, resulting in 50.10 unitsallocated to the CSFPschools. This staffing was then distributed to the 6 provincial schoolsbased on student numbers, grade levels, courses offered, and unique needs withinthe school.<\/li>\n<\/ol>\n<p class=\"p3\">\u00c9SA received 8.5 unitsallocation in staffing with additional time provided to offer 4 CDLI courses,resultingin atotal of 9.07 available units. Although the allocations provided to \u00c9SA were greater than mostCSFP schools; theteacher hiring delayshave resulted in staffing needs.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<ol class=\"ol1\">\n<li class=\"li3\">TRANSFER BETWEEN SCHOOLS\u2013Parents<i>requested information<\/i>\u2013Atthe parent meeting, it was assumed that CSFP could remove a staff member assigned toone school and relocatethem toanother school. CSFP followed up by contactingthe NLTA union and the NDC school to examine the possibility of transferring a teacher. As previously noted, the process is highlyspecific and does not permitthe CSFP to obligate personnel to transferbetween communities. This option was explored,and a response was received on ThursdayOctober 19. This did not result in asolutionfor \u00c9SA.<\/li>\n<\/ol>\n<ol class=\"ol1\">\n<li class=\"li3\">PERSONNELREQUESTS\u2013<i>Parentsrequested information<\/i>\u2013CSFPexamined the claimthat there were staff members wanting to remain or transfer to \u00c9SA buthad been denied the ability to teach at the schoolby the CSFP. This area was reviewed,andthere wereno applications or written communication tovalidate this information.<\/li>\n<\/ol>\n<ol class=\"ol1\">\n<li class=\"li3\">RECRUITMENT AND RETENTION EFFORTS\u2013<i>Parentsrequested informationabout efforts<\/i>\u2013CSFP is part of a provincial team (with EDU, NLTA and NLESD) to assist in determininglong-term solutions to recruitment and retention issues in the province. CSFP is also involved in multiple recruitment fairs at MUN and outside of the province, as well attendingVirtual fairswith office of immigration and multiculturalism in NL.Issue remainsimmigration processes which results in delays. CSFP also applies for federal OfficialLanguages in Education Programs (OLEP\/PLO\u00c9) fundingwhich is received from the federal government to recruit additional staffing for schools and theCSFP head office.In July, CSFP hired a francophone immigration consultant to assist with document processing and support for candidates. CSFP has made several requests to EDU to have permanent Human Resources Manager and Communications &amp; Marketing personnel<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ol>\n<p class=\"p2\">\u00c9COLE SAINTE-ANNE \u2013 Mise \u00e0 jour sur le recrutement\/ Recruitment update 2023<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p3\">assigned to the CSFP head officeto ensure ongoing supports to provincial recruitment efforts \u2013these positions are currently funded through OfficialLanguages in Education Programs (OLEP\/PLO\u00c9) grants that CSFP must requeston an annual basisthrough Department of Education (EDU).<\/p>\n<p class=\"p3\">8.IRCC IMMIGRATIONRESPONSE\u2013October 17 the CSFP received Ministerial CorrespondencefromImmigration, Refugees and Citizenship Canada (IRCC)based on the CSFPBoard Chair lettersto provincial and federal ministers of immigrationregardingtime constraints aroundimmigration document processing.The response was that the IRCC wascontinuing its efforts to promote Francophone immigration outside Quebec. The responseindicated that thiswas a key priority for the coming years, aimed at fostering demographic growth and economic prosperity in Francophone minority communities.<\/p>\n<p class=\"p3\">The Action Plan for Official Languages 2023-2028 will investmillionsover five years to encourage Francophone immigration to Canada, and proposes measures across the entire immigration continuum, including the adoption of a new Francophone immigration policy. This will be new funding in addition to the cumulative and ongoing funding of from previous action plans.<\/p>\n<ol class=\"ol1\">\n<li class=\"li3\">MULTIPLE GRADE GROUPINGS-At the parent meeting, it was indicated that classes were beingcombined to create multiple grade groupings due to staff shortages.This information was reviewed by looking atcharted datafor 22 days when the school required pairing of classesmore than usualdue to limitedsubstituteavailability. Times for classroom combining wereverifiedand the data identifiedthat when combining classes thatthe average class size being overseen\/assisted was15 students. Itfurthervalidatedtwo occasionswhere multiple grade levels occurred, resulting in 24 and 27 students placed togetherto accommodate the need.However,itdid not supportthat the larger cohortswerean ongoing practice.<i>Note -The floating teacher initiative was requested to assist in this issue.<\/i><\/li>\n<\/ol>\n<ol class=\"ol1\">\n<li class=\"li3\">STUDENT SUPERVISION-At the parent meeting, it was indicated that staff shortages requiredadditional supervision from personnel. Data collected, reviewing 22 days, demonstrates 89.4minutes of supervision per 7-dayrotationfor staff except in the case ofthe two school administrators(Principal and Vice-Principal)who perform more thanthis time on a regular basisto meet school needs. This is considered an acceptable range for supervision.<\/li>\n<\/ol>\n<ol class=\"ol1\">\n<li class=\"li3\">ON-SITE VISITS\u2013Following parent emails, the DG\u00c9 spent October 10-13 at \u00c9SA, followed by the Director of Educational Services, from October 18to currentdayto ensureeducational programplanning, student supervision and assessment strategiesare in place. Additionally, CSFP cannot offer additional incentives to staffwithout the approval ofthe Treasury Board Secretariat (TBS) and Department of Education (EDU). A priorrequest was provided and rejected to the R&amp;R funding in February 2023.
